What does safety look like?

PPE (personal protective equipment) = Safety.

At least this is the message by looking at the cover of the “National Strategy” (Australian Work Health and Safety Strategy 2012-2022).

On the cover there are seven people with

4 pairs of safety goggles/sunglasses;

3 fluorescent high visibility shirts;

3 pairs of earmuffs;

2 sunhats;

2 hairnets; and

1 mask.

Does PPE=Safety?  Actually PPE is a message that danger is present.  Inside the strategy is quite different.

For example: (p9) “Healthy and safe by designHazards are eliminated or minimised by design. » Structures, plant and substances are designed to eliminate or minimise hazards and risks before they are introduced into the workplace.  » Work, work processes and systems of work are designed and managed to eliminate or minimise hazards and risks.”

Why the opposite message on the cover?
